About the job
When you join us in this vital role, you’ll be a key member of the Joint Intelligence Organisation (JIO), which supports the Joint Intelligence Committee (JIC), the National Security Council, the Prime Minister and other key decision-makers by providing authoritative, robust intelligence assessment on a vast range of national security and foreign policy priorities. We apply a national security lens to issues such as emerging technology, economic and health security, climate change and identifying and monitoring countries at risk of instability.
You’ll lead the Russia team, with is responsible for covering Russia, Ukraine, Belarus, Central Asia and the Western Balkans, produces a range of assessments to be considered by the JIC, and makes regular contributions to the Prime Minister’s daily intelligence highlights. This is a high performing and extremely motivated team, and its work underpins some of the most important national security and foreign policy decisions of our time. Your leadership will be key to supporting the team as they meet demand, ensuring the right balance of efforts across their portfolio as each member plays an active role as part of the wider JIO.

An inspirational leader with the skills to communicate your ideas with clarity and enthuse your colleagues, you’ll be a highly effective line manager and possess the skills to guide, coach and develop the analysts in your teams. We’ll also expect you to:
- Ensure the delivery of impactful assessments at pace Take a customer-focused approach to your work, and communicate JIO’s assessment of complex issues to senior decision makers with clarity and credibility Provide leadership to the UK intelligence and assessment communities in your area, building trusting and collaborative relationships that get the best from everyone Develop collaborative working relationships with partners in the Five Eyes and other allies Be proactive in driving improvements to your teams’ assessments through innovation and partnership Help to foster a culture that celebrates and encourages innovation Play a broader leadership role as part of JIO’s G6 cohort, proactively shaping an organisational culture which embraces the benefits of diversity and inclusion
What we are looking for
With the skills to lead from the front as you inspire, motivate and support your teams, and with the ability to write clear, articulate assessments and communicate these to senior colleagues and customers, you’ll also have:
- The ability to prioritise and manage a broad portfolio while delivering high quality outcomes at pace The skills to build collaborative and productive relationships with customers and partners inside and outside HM Government A track record of exploring opportunities for innovation and building a positive, creative culture of continuous improvement Excellent communication and interpersonal skills and the confidence to engage at senior levels both inside and outside the Civil Service Excellent drafting skills and the ability to translate between technical detail and strategic implications Experience of promoting an inclusive culture and supporting staff wellbeing Experience of assessment work on Russia and Ukraine would be desirable, as would experience of intelligence analysis and collection
